Trends in Ground-Level Ozone Concentrations EPA
In March 2008, EPA strengthened the national standards for ground-level ozone, setting an 8-hour standard at 0.075 parts per million (ppm).
Over the years, EPA has adopted a number of regulations that helped reduce ozone levels nationwide.
To better evaluate the progress and effectiveness of ozone precursor emission reduction
programs, EPA uses a statistical model to estimate the influence of weather on ozone formation.

Bad ozone
Ozone precursors such as non-methane VOCs, nitrogen oxides, carbon monoxide and atmospheric methane help form ground level ozone. A few days exposure to high levels of ozone can trigger a range of health problems, particularly lung and allergy problems among the very young and very old. Long-term exposure to moderate levels may also lead to weaker lungs in young children, while plants can also be affected.
From a human perspective, ozone is both helpful and harmful, both good and bad. In the upper atmosphere, ozone protects all life on Earth. At ground level ...

This phenomenon was brought to the attention of scientists only at the end of 1950s when the researchers began measuring the ozone concentration in the stratosphere. The first ozone hole was discovered in Antarctica and, shortly after, speculations on their anthropogenic origin had appeared. The freon gas was named as the most probable culprit. However, one im- portant factor remained unexplained: why the deepest and widest holes were observed in Antarctica (in the Southern Hemisphere), whereas freon was released mostly in the Northern Hemisphere. In addition, during volcanic eruptions the natural freons are released into the atmosphere in considerably greater quantities than industrial freons. Both energetically and quantita- tively, the role of industrial freons is small compared to the role played by natural gases (methane, hydrogen, and natural freons) of volcanic origin.

Ozone Depleting Substance (ODS)
A family of man-made compounds that includes, but are not limited to, chlorofluorocarbons (CFCs), bromofluorocarbons (halons), methyl chloroform, carbon tetrachloride, methyl bromide, and hydrochlorofluorocarbons (HCFCs). These compounds have been shown to deplete stratospheric ozone, and therefore are typically referred to as ODSs. See ozone. [4]greenhouse gases, they are sometimes referred to as High Global Warming Potential gases (?High GWP gases).

During the period 1957-1984 the annual age-adjusted incidence rate of cutaneous malignant melanoma (CMM) increased by 350% for men and 440% for women in Norway. The annual exposure to carcinogenic sunlight in Norway, calculated by use of measured ozone levels, showed no increasing trend during the same period. Thus, ozone depletion is not a cause of the increasing trend of the incidence rates of skin cancers.
